Fire Life Safety Building Consent Compliance

A building consent was granted in April 2014 by Auckland Council for the Britomart Transport Centre as part of the AEP project electrification into Britomart station. The consent had 18 compliance items related to fire life safety with a close out date of April 2016.
Frequency’s role and the project process:
Frequency were engaged by Auckland Transport to assist with the delivery of the building consent compliance by the April 2016 deadline. Frequency has extensive experience delivering projects within Britomart tunnel and station box environment for various projects including the AEP installation of OHLE, track freeze for electrification and the DART 26 independent berthing to platform 3. Frequency provided procurement, project management, commissioning, asset management, quality assurance services for this project delivery.
Frequency has scaffolded the success of this project by coordinating stakeholders within Auckland Transport, Consultant team, Auckland Council, Transdev, CRL team and KiwiRail. Frequency has tracked the progress of the closure of the compliance items and has been able to identify critical delivery items. Most of the works have been delivered in the live rail environment. Frequency has worked with Britomart Operations to improve their QA systems and ensure that the emergency response modes are now tested annually and that there is evidence of process should Britomart station be audited in the future.
There have been challenges understanding the Auckland Council’s requirements for achieving CCC as Britomart is not your typical building. The CRL enabling works project plans to amend the existing fire safety building consent once compliant. The proposed timing of CRL project has put additional pressure to complete this project on time.
Key Success Factors of the project:
Frequency has strong relationships with the Britomart Operations team and were able to work alongside them to deliver the building consent compliancy. Also the stakeholder management has been key to the success of this project.
