KiwiRail’s ‘Christchurch Mechanical Plan’ was prepared in response to significant damage to their Linwood and Waltham depots during the 2011 Christchurch earthquakes. Frequency was engaged to help on a number of projects under this plan.

The Waltham Rail depot required concrete facade repairs, strengthening works and repainting.

Key Challenges:

• Managing the safety risks associated with construction taking place within a live rail-yard operating environment.

• Working with the contractor to schedule works around train movements and yard operations within the restricted-access site.

• Commercial risks were mitigated by setting the project up on a measure and value basis, with up front agreed rates. This was due to uncertainties regarding the extent of the repairs.

• Concrete repair requirements were reviewed and agreed with the structural engineer at specified hold points after concrete breakout was completed on each elevation. This ensured appropriate repair techniques were applied based on the extent of the cracking encountered.

The project was completed on time and to budget.
