Endeavour Primary School
Client: Ministry of Education
Dates: October 2013 – February 2015
Project Location: Hamilton
Frequency Role: Project Manager
Endeavour Primary school provides education for 400 Year 1 – 6 children in the Hamilton Region with particular reference to the Waikato River and surrounding areas.
The physical school incorporates four learning communities. Each learning community (Modern Learning Environment) caters for up to 100 Students and 4 teachers plus support staff. It comprises 2,568m² of buildings in addition to outdoor learning areas and external works which would include hard & soft landscaping and car parks.
It was also required to achieve a 5 star built rating from NZ Green Building Council.
Frequency was engaged to provide full project management services acting as an Engineers Representative and fulfilling the design management and construction administration roles from consultant engagement through to project closeout.
The project was fast-tracked, had a $16.4m budget and was traditionally procured with split contracts which enabled the ground improvement works to commence early so that Foster Construction, as the main contractor, could gain programme traction.
- Design Coordination – The compressed programme placed pressure on the design team to fully coordinate the design packages. It was agreed to re-measure the SOQ which reduced RFIs and variation claims to allow Fosters to concentrate on construction with surety of compensation for amendments.
- Ground Conditions – The site required significant ground improvement works and for this to happen during the summer months a separate civil contractor was procured to complete these works in parallel to the main contractor procurement.
- Having separate contractors on site at the same time required careful management by Frequency of Health and Safety, work interfaces and staged completion of milestones to allow Fosters to commence as required to meet the completion dates.
